The big name is Yukihiko Tsutsumi, the 70-year-old Japanese film and television director. He is the chief/general director of the ceremony, overseeing the overall artistic direction. The organising committee has specifically announced a post-ceremony media interaction with Tsutsumi as the person responsible for the overall direction.
There’s an interesting personal angle here: Tsutsumi grew up in Nagoya, and he has said that he accepted the assignment partly as a way of giving something back to the city where he spent his formative years.

This isn’t being sold simply as a technological spectacle. It is supposed to be a human spectacle, with Japanese craftsmanship and the Aichi-Nagoya identity at the centre. The company handling the planning, production, and operation of the opening and closing ceremonies is Zhejiang Dafeng Industry, a Chinese cultural, sports, and tourism production company.
The OCA announced a partnership in March under which Dafeng would handle the ceremonies, digital content, the cauldron, performances, and cultural programmes.
