The fourth conference of global intelligence and security chiefs, sponsored by National Security Advisor Ajit Doval on Sunday (March 16, 2025), covered a wide range of topics, including immigration, extradition, and intelligence-sharing procedures. More than 28 people attended the meeting, according to official sources.

The annual three-day Raisina Dialogue, which is set for March 17–19 this year, generally takes place the day before the conference. The conference and dialogue this year are taking place in the midst of the global unpredictability brought on by the policies of U.S. President Donald Trump and the ensuing repercussions on significant global concerns.

An official source in the know stated that the agenda’s main topics were “counterterrorism, Indo-Pacific cooperation, global challenges, global security and intelligence-sharing mechanisms, immigration and extradition, and transnational crimes, narcotics, and terror funding.” According to another official, India’s top priorities were intelligence exchange on counterterrorism and transnational crimes.

It was learned that the United States, Canada, Australia, and Russia were among the roughly 20 nations represented at the summit. Tulsi Gabbard, the U.S. Director of National Intelligence, was present at the meeting and apparently spoke with Mr. Doval as well. Additionally, she was supposed to speak on Tuesday, March 18, 2025, at the Raisina Dialogue.

Although it was unclear whether a separate meeting of the Five Eyes chiefs with Mr. Doval was imminent, the chiefs of the countries that make up the Five Eyes—Australia, Canada, New Zealand, the United Kingdom, and the United States—were all present.

The National Security Council Secretariat (NSCS), which answers to Mr. Doval, and the nation’s foreign intelligence agency, the Research and Analysis Wing (R&AW), are in charge of organizing the summit. It is modeled after Singapore’s Shangri-La Dialogue and the yearly Munich Security Conference.

India’s premier conference on “geopolitics and geo-strategy,” the Raisina Dialogue, was organized by the Ministry of External Affairs in partnership with the Observer Research Foundation (ORF) and began the first time in April 2022.
